Subject: Moderator Vacancy Investigation: comp.security.pgp.announce
                   MODERATOR VACANCY INVESTIGATION (MVI)
                 moderated group comp.security.pgp.announce

This is a formal Moderator Vacancy Investigation (MVI), begun because
moderated newsgroup comp.security.pgp.announce is not functioning, and
may have been abandoned by its moderator(s).

This investigation will attempt to verify the reasons for non-function,
and may result in the removal of the group or the selection and
installation of a new moderator.  In practice, the Big-8 Management
Board considers the third alternative -- changing the status of the
group from moderated to unmoderated -- as likely to cause more harm than
good.

NEWSGROUPS LINE:
comp.security.pgp.announce New PGP versions, utils and such. (Moderated)

RATIONALE:

Probe posts to this group resulted in non-useful response. The last
on-topic articles date from 2002.

CHARTER

This is a moderated group, intended for informational announcements
that are PGP related.  Appropriate topics may include

* New releases of PGP,
* Bug reports, patches and fixes,
* Announcements about PGP shells, front-end, integration tools and
   related utilities,
* Announcements regarding PGP related services, such as key servers,
   remailers that use PGP, timestampers (third party digital signatures),
* FTP/Gopher/WWW sites that are PGP related.

This group is not intended for discussion about PGP, and followups to
articles in this group should be posted elsewhere.  PGP signed
messages are encouraged, but the message should be 'clearsigned', so
it is readable without the help of PGP.  All approved articles will be
PGP signed by the moderator.  Messages that are not directly related
to PGP, followups or discussion articles, binaries, "spam" and similar
articles will be rejected.

HISTORY OF THE GROUP:  The group was created on 13 June 1996 by 583:14.
  It was moderately active until 1998 and had some activity into 2002.
