flag3 in refclock_atom and refclock_nmea

Hi,

When I should turn falg3 1 in driver nmea and atom and it produces results
that gives.
I have a source of PPS atom and GPS timestamp, if I turn flag3 1 on GPS or
PPS i have always PPSJITTER and ERROR on ntptime
