As in $ wget -c?
$ wget --help
...
-c, --continue resume getting a partially-downloaded file.
...
$
But given a solid distribution infrastructure, with Metalink
files and magnet: URIs all over the place, I'd probably
recommend aria2c(1) at once instead.
