Dicom Modality

My client needs an image of a report(currently in Jpeg) to be
converted to a DICOM file with the appropriate and required tags.
Since this is really not an image in the truest sense, but rather a
picture of a report (doppler), I would think the Modality would be HC
for Hardcopy. Am I off-base here? It appears all the hardcopy object
definitions have all been retired. I'm not sure what the required
tags should be (other than the ones for the image). Can anyone steer
me correctly.

Do not use HC - that was only used for Stored Print, which is retired.

See CP 749, which introduced a modality of "DOC" for this sort of
thing:
