howto interpret "No Baseline Context ID is defined." ?

Hi,

in lots of IOD description, one can read,
>> Include Code Sequence Macro Table 8.8-1 | No Baseline Context ID is defined.

I understand when a CID is specified but when "No Baseline Context ID is defined", what should include the sequence ? Naively, I would say the sequence is empty ..

Am I wrong ?

No, an empty sequence would only be allowed for type 2 or 3 sequences. The
above phrase means that there are no restrictions regarding the context
group (i.e. you can choose any code that is appropriate).
