Problem about DR DICOM image pixel value

The DR DICOM image does not compressed. I used MATLAB read the DR
image raw data according the image width and height.
But the image raw data is not right. The DR DICOM does not have
rescale slope and intercept. And it has VOI of WL = 2718 and WW =
1682.
And I analyse the first pixel of the image raw data.
In image raw data the hexadecimal value is 0E28, decimal value is
3624.
When I open it by osiris, I measure the value is 1474.
How about the problem? Is it about some element of DICOM?
Can some body help me about it? Thank you!
