I am reading about the IHE Simple Image and Numberic Report (SINR)
integration profile, and in particular at present I am interested in
the Report Creator Actor.
I was wondering if a sample of a DICOM SR file conforming to the SINR
IHE profile can downloaded somewhere on the Internet. The availability
of a sample file would greatly simplify the understanding of the IHE
recommendations.
I think such a sample is available somewhere on the IHE website, but I
am a bit new to the IHE standard, and this is causing me some troubles
in finding the appropriate information.
Any hint would be greatly appreciated.

thank you for your message and for providing the link to sample DICOM
SR files.
These samples are certainly useful, but if I am not wrong they do not
comply with the IHE SINR profile. Can you confirm?
In particular, it looks like they are not using templates TID 2000 and
TID 1001 (for Observation Contexts) defined in DICOM PS 3.16, as
mandated by the IHE SINR profile.
Any comment on this would be greatly appreciated.

Correct, they have been created (at least the initial version) long time
before the DICOM standard templates have been approved for final text.
However, two of them ("si" and "ko") did conform to the old definitions
of IHE's simple image report and key image note in year 2.
Btw, these sample SR document have been created by the tool "mkreport" [1]
from the DCMTK, so it should be easy to adapt them for your purposes.

Check out MESA Software Release: Public Version, HL7 Data Files,
Specifications on http://www.ihe-europe.net/external/testing.htm .
Download files and look at mesa_tests/docs/actors/report_creator.html.
You will find dozens of examples of SR files also ones following the
Basic Diagnostic Imaging Report template (TID 2000). This helped me a
lot.
