Hi Jay,
I've posted about this problem before, here it is again:
You use the packetfilter device of the machine:
1) You have to run the MAKEDEV script from the '/dev' directory to make
the packetfilter files in the '/dev/pf' directory: run 'MAKEDEV pfilt'
from the '/dev' directory.
If you still get an error after that (an error of the type :"No such device"):
2) Did you specify the PACKETFILTER option in the configuration file of
the machine? Use 'pfstat' command to check. If you don't have the machine
configured, you will have to rebuild the kernel of the machine.
Look at the man pages for packetfilter for more information.

I've got CAP 6.0pl195 running on a sable (2100) under Digital Unix 3.2
with native ethertalk. I had trouble getting CAP to start and I
believe the errors were similar to those you've observed. In my case,
someone had forgotten to add the PACKETFILTER option after an upgrade.
You should check this on your machine by looking at the file
/sys/conf/<machinename> for a line that says
options PACKETFILTER
If you don't have it, you'll need to run doconfig to add it.
