Changes to VMS patch procedures ?

The following text has appeared in the latest ECO patch lists.

|Note:
|Because of scheduled changes to the patch kit process, UPDATE kits that
|had been scheduled for release during June 2008 have been cancelled. The
|next scheduled release of OpenVMS Update patch kits is September 2008.
|The changes to the patch process are internal and will not change the
|content or structure of the patch kits.

Would anyone from HP care to comment on the nature of these changes ?

In particular, can anyone give an assurance that we are not going to see
a repeat of the patch fiasco that occurred in the early UCX 4.x timeframe ?
