2007 is a bit of "old" news. The wayback machine has thier old web
pages, but sadly none of them explain what VMS stood for.

suppose it's possible, but it sounds like a wee bit of overhead to me.

No, the wayback machine clearly shows that they're in a different
business. More closely related to the Variable Message Signs, but
still not.

Hardly unusual for a contractor in many businesses. The customer
supplies some contrat oversight and those 200 employees are the ones
doing the grunt work.
