You should definately increase the Packet Receive Buffers. The no ECB
Available Count increases when the server runs out of Packet Receive Buffers
until more buffers are allocated. If the Receive Buffers increase 4 or 5, set
your Minimun Packet Receive Buffers to 125 (in startup.ncf). If ECB count
goes up increase the Buffers more. You should have at least 1 Packet Receive
Buffer for each user.
I also ran into this problem when I upgrade the SPXS.NLM file. The newer
version made my Packet Receive Buffers climb through the roof. I went back to
the version I was using and everything was fine.

Disable that integrated nic and put in a 'real' one.
