"C:WINDOWS\system32.\cmd.exe"
Is there a way to change this title from within a DOS batch script?

OK, I see what's up, the original post was crossposted to 3 groups but
followups set to alt.msdos.batch.nt only.
Not sure what the correct nettiquite for this is, but ISTM that an
un-announced followup to a single group isn't a good approach. Had I
not also been subscribed to the one group that the followup pointed to,
I'd never have seen the rest of the conversation (and eventually
wondered where my post went and replied again, or not, and decidede that
the great bit bucket had absorbed it).
IMO, if one feels that a post is appropriate for a number of groups so
that one crossposts to all them, it is appropriate to allow the
following replies to go to the same set of groups. If one still
believes it is appropriate to set a followup to restrict where the
replies are sent, then announcing that in the post seems to be a minimal
courtesy.

*** I don't remember the details, but look into "PROMPT" and
"WINPROMPT". As I recall, there is a properties box for the command window
that allows one to set it to whatever one wants.

*How* do you start "a new command prompt"?
If you start it from the Desktop or from the Start menu, then
right-click the 'shortcut' which you use to start the new command
prompt, then -> Rename -> change the 'name' (normally "Command Prompt")
to what you want.
