Seems like overkill for such small changes (IIRC, only
three version numbers need updating: MPC, MPFR, GCC).

And I don't grok CVS, never used it (though I guess I
could learn, if needed). Though it is already installed
on this desktop machine here.

CVS is also not the one I prefer, but still remember (I mostly use
GIT)
