Workstation SVC will not start automatically, but starts manually

Experts, I am running Windows 2003 Server SP2, and on this machine, I cannot get the Workstation service to start automatically (thoug the service is set to start automatically). old laptop need disk 4 win 3.1

Memory and Hard disk were ok. Wanted to set it up for a youngster. Tipical MS floppy set had several bad files on disk 4. DDeml.dll Pbrush.hlp Pifedit.exe to mention a few didn't make the fresh install. Any place to get these?
