How to find an American in USA ?

Hi to all:

Yes I known I have go into the wrong place, forgive me.
( however, I am really a programmer )

But I don't know where I can put this question to.
I usually go on to this NG and got my answer, so, I am here.

now let's say, if I know the full name and the birthday of an
American, then, how can I find him ?
for example, if there any web page I can go and do the search,
or if there any official orgnization in US that I can get contact to
and ask for the help ? or any way else ?

( the person I want to find is an English teacher who ever taught
my friend English several years ago in my country, and the
teacher had back to US, for some reason my friend want to get
in touch with the teacher again, but my friend don't know the
internet, so he ask me to do some help )

By the way, what is the right place for I should put this kind of
question ?
