Creating and Drawing on an Invisible Window

Is it possible to create a window (or some entity) that is completely
transparent, but able to be drawn on? I'm hoping to create my own
custom Widgets program for the Windows desktop, but I can't get much
done until I figure out how to do this. If you look at some of the
gadgets the Windows Sidebar has, you'll see they have alpha-channels,
with some areas being transparent and some areas being opaque. This is
what I want to create.
