Why can't MS get I/O operations consistent over different handle types?

1) anonymous pipes can't do overlapped I/O (not even on NT)
2) serial handles require a specialized API
3) console handles can't do overlapped with ReadFileEx when all you
want are just characters.
4) sockets are marvelous.
5) UNIX is consistent.
