need a program to run a program

Hi,
All (all he says) I want is an exe file which will run a specified exe file
when clicked on.
either specified by ini file or command line parameter
is there anything around that would do this?
I have tried googling but all i find is to run at a specified time or some
such
I just want to run program 'a' and it will run program 'b' or 'c' or
whatever I specify

anyone have any ideas?

After looking at this a bit harder i realise that it has to be specified by
an ini or seperate file.
If it is by parameter i cannot get the parameter into the program 'a' unless
i run fron start->run or cli.
the program 'a' also has to be an exe file not a .bat .com or shortcut or
anything like that.

appreciate any help
