problem installing C7.0/Win3.1 SDK

I have MS C/C++ 7.0 and Win3.1 Software Development Kit (SDK ) - old stuff that
came as a package. I want to put it on CDROM. I been experimenting with
installing it from HDD, because I'll need to use a similar method to install
from CDROM. The installation disks can be copied to HDD subdirectories named
DISK1, DISK2 ... etc, and the C/C++ SETUP.EXE has command line switches that
specify where to look for these subdirectories instead of prompting you to
insert floppies. So far, so good. But it won't work for the SDK s/w. The
SDK uses a program named INSTALL.EXE which does accept some switches, but
doesn't work the same. (This subject isn't in the documentation.) I copied
the disks to HDD, went to the subdirectory named DISK1 (files from disk#1), and
typed INSTALL. The setup program asked all the initial questions OK and loaded
all the files from the DISK1 directory, and then said "PLEASE INSERT DISK2. IF
THE FILES CAN BE FOUND AT ANOTHER LOCATION, SPECIFY THE PATH ... " . When I
type in the path, it makes a click noise and clears the line where I typed.
Nothing more. I looked in SETUP.INF and found the line:
2=.,"Disk 2", \ANALYSIS\STRESS.EXE which means it will prompt for "Disk 2"
and it will look in <path>\analysis\ for a file named STRESS.EXE as a way to
verify that the correct disk has been inserted. OK. But it is also asking me
for another location - and won't accept the correct location I give it. I
experimented (guess work) with some switches (some of which make it complain)
but they don't seem to do anything. There must be lots of people who had this
problem too. Please drop me a line if you have a suggestion.

put them ALL into ONE directory. this will help.
and do not try to install it under win95. this will display:
YOU MUST HAVE A WINDOWS VERSION 3.1 OR ABOVE...
