A lot depends on your network. Is it one subnet or multiple
interconnected subnets with a WINS server? If it's a single subnet,
then the problem is most likely due to a firewall problem on one or
more computers. The best way to troubleshoot these issues is with
browstat.exe (supplied in resource kits). Read this article:

Note that just one computer on a subnet with a misconfigured firewall
can kill all browsing on this subnet:

Thanks John,
We have a multiple subnet network spread over 30+ sites.
I think it is a browser election issue. Users can see other servers in
the same subnet as the ones thay can't see. When the servers
disappear, it is the same servers across the whole network.
Might disable WINS on one segment for a while to see if the problem
returns.
