USB Programs won't run

Is there a setting in Windows 7 that will prevent you from running a program from your USB thumb drive? I have installed Portable Chrome and FireFox Portable as well as a few other programs that run from a USB drive. They seem to install okay but when I click the .exe file to run the program the pointer turns to an hourglass as it should but after only about 3 or 4 seconds it goes back to being a pointer, nothing ever comes up to indicate a program is trying to run. Could there being a setting that is set wrong? I have tried 3 different USB drives.

Try right-click on the .exe, "run as administrator".
