Env Variables not seen in command prompt

Dear Group,

I recently baught Windows7 OS installed from Dell. I have opened up a
user account vnagrik and I am trying to set a new environment variable
in "User Variables" section.

There are two sections in environment variables

1. User Variables
2. System Variables.

I am trying to create a new environement variable in "User Variable"
section. Then I save all settings and come out of it.

I open up a new command shell (or even shut down the computer and
restart it), and then type the command set to see all the set
environement variables. However my newly set variable is not seen in
all those variables list.

However if I create the same variable in System Variables section,
then I am able to see it.

Any solutions/suggestions, please
