Perhaps because it is not easy to make it fit within the architecture?
Another possible explanation is, because the programmers studying MINIX
are stupid, or lazy.

Driver support is and has always been the difficulty for an operating
system to grow beyond the prototype status. USB is nothing special here,
neither MINIX.
Since MINIX is a research OS, ideas are certainly welcome to overcome
this state of affairs.
However, here is not the best place to propose them: you should rather
stick to the Google group, which have a much wider audience.
