Dunno if anyone else has had the same problem, but our version of
make doesn't recognise touched files, only those which don't exist.
We are using VPATH, so it may be something to do with that, or a
file system difference in stat. I belive we are using the minix-like
fs at the moment. If anyone knows why, we would be interested in
either a working version or an explanation. Ta.
