How to tell when users last logged in?

I have a wonderful redhat 9 gateway/server/firewall on a 24/7 ADSL
connection, it has 3 FQDNs on it and I made a few accounts for my friends
to use so that their /public_html directories can be used for a web host. I
use apache and have userdirs turned on and used the httpd.conf file to add
virtual hosts for the FQDNs. Some of these accounts seem to be unused for a
long, long time and I would like to know for how long these accounts are
not used. Then, if these accounts really are not being used for over 6
months, I can ask that I might remove the accounts.

How can I tell when the user last logged into the system? Is there a
command for this and do I need to add anything to the system so that it
will log user account logins? I would rather not log my own logins as there
would be too many of them, but would like to log it for certain accounts. I
tried the command "last" but only see my own logins for this month. I think
the ones that I want information on have not been logged into for over 6
months. Thanks guys.
