The question, stated like that, has no answer, because KDE is not a window
manager, it only *has* one (KWM).
To make things more complicated, Window Maker is KDE aware, and works as
a dropin replacement for KDE's default window manager, KWM.
So, what's lighter, WM, E or KWM? Probably WM.
Is there something *lighter*? Yes. I would suggest blackbox, at
http://blackbox.wiw.org, which is quite nice, very light, and is also KDE
aware.
