NIS Master/Slave fail-over

I'm using NIS 3.17 on three Ubuntu 8.04.3 boxes.

I have one Master&Client machine and two Slave&Client machines with
traffic tunneling via IPSec.

When the VPN goes down and the master is unavailable, the slave/client
machines do not provide authentication and they grind to a halt.
Perhaps I've misunderstood, but I thought this was the purpose of the
slave configuration. Should this be working?
