I guess it is time to find a new ISP. Does anybody know of a Linux
friendly dial-up service that has Usenet?

Would have helped if you mentioned what part of what country. Your
headers say "NNTP-Posting-Host: 12.75.110.45" which backs out to
45.syracuse-01rh15-16rt.ny.dial-access.att.net - so I'm guessing
central New York state in the US. Can't think of the right keywords
to plug into a search engine - let me help:

Imagine what would happen if you looked at the rest of the first screen
of results - never mind the second or third.
Your second step after getting a list of ISPs would be to look for the
hostname 'news.isp.example.com' and see 1) if they have one, and 2) if
so, who is it. Most ISPs are contracting out to major news providers
such as newsguy, highwinds-media, giganews, and similar.
Regarding Linux friendly Ness - virtually none will claim to be able to
"support" Linux. Big surprise. However, I've yet to see an ISP
that did not work with Linux (well, some of the freebies like NetZero
excepted - but who wants mandatory advertisements with ALL of your
Internet activities). Their windoze support isn't much of an
improvement over their (lack of) Linux support. I'm sure you already
know the 'reboot/reinstall/reforat-and-reinstall' mantra.
