In "Running Linux", I read that:

"When rebuilding a module, you must be *running* the kernel under which
it will be used. Therefore, when upgrading your kernel, upgrade and
reboot the new kernel first, then rebuild your modules and load them."

(The '*' around 'running' are added by me.)

That sounds weird to me. Suppose I'm running 2.4.20 and I want to make
a 2.4.21 with its modules, I thought it was OK to simply build and
install everything while running 2.4.20.

Not so?
