At least for now, an ARM netbook is available at under $100 US by a
Hong Kong based company. It seems to show a lot of promise.

The logo is, uh, intriguing.

The products page mentions only Windows, though. The desktop does bundle
some open-source.

Oh, and I have a Toshiba portege 7020 from 2000 lying around somewhere, that
almost meets or has better specs than this Cherrypal and has better hardware
components!

CE does not run any useful applications. It's easy competition for Linux.

I agree that Windows CE would not be useful. The Open Order page shows
Linux and Windows CE. If it comes with both, I'd load the Linux of
course. ARM processor has full Linux support which is nice.

Shipping is Air Express, $18 US. I was going to place an order, but
when I got to the credit card input, I noticed no secure mode enabled.
They'll have to do something about that before I go through with an order.

May be there will be a distro through another source that is secure.
