H264 bitstream comparison, 30 fps vs 60 fps

Lets say the same scene with motion activity is captured by two video
cameras, one at 30 fps and another at 60 fps. Now both videos are
compressed with H264 at the same visual quality. What would be the
ratio of the bitsream size, or bitstream bandwidth? I would expect the
60 fps to be higher, but since only half the motion is seen frame to
frame, it shuold be less than 2x factor. Does anyone have any
experiemntal data?

What if the capture and encode rate is 120 fps?
