Not exactly.

The iMessage protocol is used to send messages via the Internet. It
currently supports only between Apple devices running the Messages app:
iPhone, iPad or iPod Touch running iOS 5 or later, or Macs running OS X
10.8 or later.

The Messages app on the iPhone also supports sending and receiving text
messages (using the standard cellular network text message protocols).

You cannot send or receive cellular text messages using the Messages app
on an iPad (even a cellular model), iPod Touch or Mac.

If you are using an iPhone to send messages, it automatically works out
whether the recipient is able to use the iMessage protocol, and uses
that in preference to sending a text message if it can.

If sending via iMessage then fails for some reason, the messages can be
resent as a text message.

Won't work. iPad's can't send or receive text messages.

(There may be e-mail to text message gateways or similar which could be
used as an alternative, but you may have to pay for the service.)
