Justification replaces unbreakable spaces with normal spaces

Hi,

The subject says it all. If you type some unbreakable spaces, then justify
your text, the unbreakable spaces are converted to normal spaces, and the
line may be broken there.

This seems wrong. As the name suggests, unbreakable spaces are used to
prevent line breaks (this is very common in French where you should space
; : ? ! ᅵ ᅵ from words but not break the line there).
