When using Pico, unrequested a whole file can get justified.
How does that happen? What can be done to stop it? How,
when that happens, can a file be unjustified other than by
hand?

justifies text without request, or do you mean to say that you tried
to push Ctrl-W Ctrl-Y to go to the top of the file and by accident you
pushed Ctrl-W Ctrl-U to justify the full text? The latter can be
undone by pushing Ctrl-U right after the full justification.
Unfortunately, the full file justification can not be disabled. I
dislike it, and have been bitten by the same problem you've had
several times.
