Getting informational footer to print on 4.51

Did a fresh install of 4.51 and noticed the informational footers
weren't printing at the bottom of pages (current date and page
numbers). Went searching and found a few people saying the
informational footers don't print in older versions too.

I changed one setting and the footers are now printing. Under Tools |
Options | Outgoing Mail | Message formatting, I unchecked
"Disable all text styling options (never send styled mail)"

So it seems that at least on my system and using Letter sized paper,
the page footers only print when text styling is enabled in messages.
This is a bit unfortunate however because I do want to restrict
messages to plain text only, but it seems that you must have text
styling enabled to have printing work correctly.

Are there any other known solutions to the footers failing to print?
