question about Undisclosed-recipients:;

Several email scripts I've looked at set the To: header to
"Undisclosed-recipients:;" if it or the cc field would otherwise be
empty. My question is... does it have to be this? Could I maybe have
it say something like... "SomeRandomName-members:;"?

Some mail server insert this To: header when all recipients are Bcc:
recipients, for reasons that you don't want to know.

Simply supply your own To: header, containing anything.

Yes. Syntaxtically it is
phrase :;

compare with
phrase <some@address>


So you can use
To: Some Random name :;

( inside of :; you can be address, but it can be also empty.

To: Some List: Name <address@somewhere>, Name 2 <address2@here> ;

)
