Far too much credit there. I find it ironic that the Beavis posts with a munged email address. Is the cretin worried it might be spammed? I thought that was what it's mindless C/R system was supposed to solve. Or, maybe it's hiding from the Bigfoot girlfriend.

I had to think about this a little bit, but you're right. It's now freeware.

Unfortunately I have no knowledge in programming web based apps. It's written in C++ using VC6/MFC. I've already invested a great deal of time into it, hopefully some people will find it useful.

I don't have an MS Windows machine so I can't test this, but I've added a blurb about it on my Procmail Quick Start and added it to my del.icio.us bookmarks.
The next step in getting users (and getting people invested in it personally) is to open the source and give it a free/libre license. It's sometimes hard to make that jump, but it' almost always the best thing to do these days, especially for a tool like this. I've written about this "freeing" of software here:
