I might have figured it out. ALLOW_X_CONNECTIONS in
/etc/security/msec/{level.secure|level.standard|security.conf}
can be set to {yes|no|local}. For the standard security level
this is set to "local". I changed it to "no" using Mandriva's
system admin GUI (mcc) in the Security section.

I hope it works permanently and doesn't break anything else.
