Is there a plugin available for "convert selected to uppercase"
and v.v.
Would be appreciated here.

Yes, there is.

Edit > Message plug-ins > UPPER CASE

Edit > Message plug-ins > lower case

On a related subject--- there's "unwrap" which strings together a
paragraph by taking away the EOL's. How does one do the opposite
( usually called "justify" )?
