Did it recover after restarting the computer?
Did you insert names into your "Recipient list" using the Address Book,
or by using "Special" | "Add as Recipient"?
In the latter case, the names are only in file "Rcpdbase.txt"
in your Eudora mail "Data" folder.
My "Rcpdbase.txt" file got wiped out many times,
right after toggling a "Recipient list" box in my Address Book,
which taught me to never use the latter feature at all
(one can instead simply highlight the nickname
and "Add as Recipient" -- delete using "Remove Recipient")
I also keep separate extra copies of "Rcpdbase.txt,"
which has saved me many a difficult reconstruction effort.
By the way, you can insert any single line of text at all
into your "Recipient" list -- some people use this
to insert very commonly used phrases, e.g.
"Consolidated Wrought Iron and Widget Works Ltd."
might be a pain to keep re-typing in one's letters,
while "Special" | "Insert Recipient" might make it easier.

I don't believe I have added anyone in some time. I generally add them
using the address book, rather than "Special" etc. Remember, I still
see them as recipients when I click "Forward to" or "Redirect to"; "New
Message to" still works.

Nice to know, but my specific problem seems to be that "Forward to" and
"Redirect to" no longer work. This is not a highly used Address book,
and the problem could have happened weeks ago and I never noticed.

You may close Eudora and delete the TOC file for each address book;
Eudora will re-construct these automatically.
This is NOT recommended as general hygiene for mailboxes,
because some message info exists only in their TOC,
but for address books, no information at all is lost;
indeed, some recovery may even occur.

In each (in the Address book) of those addresses you want to appear: Tic "Add

No, all fine everywhere else. Did you just update to Eudora 7?
What plugins are you using? (any with ".epi" extension?)
How do the tool buttons look?
Are you sure you have first selected or opened an incoming message?
It is normal for Forward/Redirect to be "grayed out"
when no message is selected or opened.
How about changing the Windows "Theme"
in the "Display" control panel,
or elements in "Appearance" -> "Advanced" in that control panel?
After reading the entire thread,
it's sounding to me more like a Windows issue,
because Eudora has always presented the same list
for all three menu items -- the only difference
I can see is in the possibilty for a "grayed out" menu.
What Windows version & service pack?
What else changed, in the entire environment,
at the time that this behavioral change first came up?
If there are any weird Eudora options which can have any influence
on menus, one can reset everything via "Tools" | "Reset Tools"
(this is supposed to concern just the window settings),
or the more drastic "reset Eudora.ini" (this saves a backup),
which leaves account settings and rips out everything else:

There's another way to see what a "never used" setup
would look like, which is to create a brand new empty folder
on your desktop (its name won't matter), then drag and drop
the empty folder's icon onto the Eudora.exe program file;
Eudora will use this empty folder, this one time,
as its "Data" folder, and start the "New Account Wizard" (skip it),
after which you can create a recipient or an address book item,
create a message (no need to send), transfer message to "In,"
and try the same options with this message.
Any plugins accompanying the program files would, however,
still be executing.

HOW MANY items normally appear in your "New Message To" menu?
If there are too many items, trying to create too long a menu,
it's possible for Windows to start having difficulties.
The lower-down menu items, with which you have your problem,
have to start "wrapping" to a new column a bit sooner.

I'd had 8 or 9 items in the list, as part of screwing around I deleted
them (by unticking "Recipient List") all, and I now have 5 or 6 (I had a
couple I didn't need). No joy.
The point is that there is no drop-down list for either "Forward To" or
"Redirect To" (just a little box with two dashes in it), while there is
such a drop-down list for "Forward To".
The Recipients file is a simple text file called: RCPdbase.txt
If you delete (take a peek for strangness with Notpad. Eudora Shutdown) that.
all you have to do is tick those names in your address book the "File Save"
I have that file, no strangeness. Those names are ticked in my address
book. The problem is that I have the dropdown list in "New Message To",

I'm sure that Eudora always passes the same list to Windows,
for the purpose of making a menu appear,
using a standard windows function which is supposed to do that,
but what you describe sounds like a display glitch.
If a little piece of a menu does appear,
what happens if you try to select what ought to be
the first entry in the menu?
What happens if you first select "Forward"
(rather than "Forward To")
and then "Edit" > "Insert Recipient"?
If all else failed, "Auto-completion"
should still present matching nicknames,
when enabled for the address book.

Try changing Windows to a different (screen resolution)?
I have never had that problem and I currently run at 1680x1050 using a
Radeon 9550 card. (and I have run at some from 1024x768 up :) without odd
things happening)
YMMV with different drivers.
The trouble is that everything worked for three years with the exact
setup I have now (e.g., I have changed nothing).
Now, I did accidentally have McAfee spam protection enabled for a short
while, then turned it off again. It has left a trace of itself in that
it left "McAfee Anti-Spam" in between "Window" and "Help". I can't
figure out how to get rid of that, either.

This appears to be a typical example of "famous last words" :)

so let's not waste time saying "no, none of these"

That works. Evidently, something interferes with "Forward To". Ghod
only knows.
Are you by any chance using McAfee SecurityCenter?
I have had exactly similar "Forward To" problem (on Win XP SP3) as you
report. I also tried the various experiments suggested by John H Meyers.
For an entirely different reason (a "last-ditch", apparently successful,
attempt to solve a problem with the clock) I have just uninstalled McAfee
and instead installed Symantec Norton Antivirus 2010 .
Unexpectedly I can now "Forward To" again! That is, instead of "--"
apppearing, a list of my recipients appears.

It appears that you have stated the problem exactly as I have. I didn't
have the problem until I did something with McAfee I had not intended to
do. I have restored McAfee to the way it was, and shall now see if I
can fix it by reinstalling Eudora. Keep tuned. . .
Another possibility you might try is temporarily turn-off all McAfee's
e-mail protections, and see if the
"Forward To:" list re-appears. I didn't try that because I was trying to
solve the clock problem by
un-installing McAfee, not contemplating any side-effect re Eudora.
