Hello,
is https://www.tcl.tk/software/tcllib/ current?

I ask because https://core.tcl.tk/tcllib/doc/trunk/embedded/index.html shows a tcllib 1.19 from Feb 2018. Is this the right place to track code and tickets?

The core.tcl.tk site holds the repository of Tcllib and many other Tcl/Tk-related packages as well as Tcl and Tk themselves. Yes, it is the right place for code and tickets regarding Tcllib.
