"make html" error "couldn't find Tk"

Dear folks,
I feel quite stupid. I get an error when testing the tcl html
documentation generation.
- CentOS 6.5 64 bit
- Development Branch 8.6 or 8.7 (tags: core-8-6-branch or core-8-branch)
Here are the commands and the error:
$ fossil open tcl.fossil core-8-branch
$ cd unix
$ ./configure
$ make html
using Tcl source directory tcl-core-8-branch
tcltk-man-html: couldn't find Tk below
/home/oehhar/elmicron/tech/tcl/tcl-core-8-branch/..
make: *** [html] Error 1
The error message is correct. There is no "Tk".
But is this intended?
I only want to make the documentation of Tcl, not Tk.
And this worked before...
Any ideas ?
