Img package removed from OSX El Capitan

I've just noticed on a couple lab machines that the OSX 10.11.4 and
10.11.5 updates removed the libraries (but not the pkgIndex.tcl) from
/System/Library/Tcl/8.5/Img1.4/, and that [package require Img] doesn't
find anything.
I have no idea what the situation is, but it isn't the first time an
Apple update mysteriously removed some random thing.
