Certainly the basekit idea (see http://wiki.tcl.tk/basekit for several
alternatives) provide a one file type format that doesn't require an
installer, registry updates, etc. to run. I don't know if there are
any restrictions regarding use of temporary disk usage for portable
apps though. And of course, the basekits can be built on a variety of
platforms.
