How do you install Tcl8.4 on Windows XP?

Sorry, I have absolutely no idea how to do this and the manuals at both
ActiveState and SourceForge lost me entirely.

Bottom line: what is the 3rd grade level way of installing Tcl8.4 for
Win XP?

Thank you, I was trying it the "hard way" with downloading the Tcl
package from SourceForge and apparently had tried to get the wrong
installation version (shows you what you can do at 7am w/o coffee)
