the following code does not raise an error, which I consider a bug(let),
in atleast 8.4.12 (tested):

The ridiculously high index 200 is treated as "end", but the manual page
does not mention this.
A -1 as index raises an error.
Is it a bug or a feature (and thus just missing documentation)?
Is such index handling present in other places (in Tcl or Tk)?
