I wrote and use regularly MkBugs
http://wiki.tcl.tk/mkbugs

It's not very sophisticated, but this was partly a deliberate choice,
as I was sick of the complexity of Bugzilla. I might have a somewhat
newer version than what is in the Wiki, which I could post if there is
interest.

Strictly that's not in Tcl so far as I can see. It is very good though.

Seems like that's oscillated between Tcl and C with the current
incarnation in C oscillating back towards Tcl according to the
wiki page.

There is an OpenACS application for bug tracking. Just need AOLserver
and openacs installed. It's probably very powerful.
