Can anyone explain what is pkg-config for?ANd how can I find it in
Windows?

Go to http://www.google.com/
Enter "pkg-config windows" (without quotes) in the input box.
Press the Search button.
You'll get this site at the top, or near it:
http://pkg-config.freedesktop.org/wiki/

I fail to see how is this relevant to Python...
