Will psnup do this? How? If not, is there another ps___ tool that will do
this?

psnup should be able to do this. It sounds like the right pages are being
shifted off page somehow. If your pages (and printer) are portrait orientation
by default, in which case using "psnup -2 -ptabloid" should work. If they are
landscape orientation, "psnup -2 -pledger" should work. BTW, the default units
for -w and -h are PostScript units, if you want inches you have to explicitly
say -w11in and -h17in.
