Apparently IBM has no qualms about enhancing PL/I these days. It wasn't
always that way. In the early/mid 80s managers were crying out for IBM
to do more with PL/I but IBM's position was that they couldn't do
anything because someone might accuse them of trying to achieve a
monopoly in a particular market.

Since you appear to be posting from Australia, I suppose it is possible
that when you click on it, you don't get the same document that a US
user gets. The only announcement I can see from this is for 4.3, and is
dated August of last year.

There is nothing to argue about here. The outer wrapper announcement
gives a revision date, the underlying letter gives the original date. So
I guess you are both correct.
